This type of fog is lovely and extremely helpful: 1) it hides things such as telephone poles, wires, distant homes and similar that can disrupt a landscape; 2) it helps give a scene a soft calmness; 3) depending on the subject and perspective, fog can help keep a viewer's eyes in the photograph. When I arrived at this location I knew immediately that the light from the sky needed to be reduced to match the reflection in the water. I used a 0.6 ND Grad on my 28mm lens which I tilted -9.4mm (downward) to accentuate the mirrored details in the canal.
